Here are the top five stories today in Raleigh: On Wednesday night, the first of six listening sessions across the city took place to allow residents to comment on the Raleigh Police Department's draft of the new de-escalation policy. The current de-escalation policy is included under the department's use of force protocol, but the RPD says that it should be its own skill, not something to be associated with use of force. Activists are hopeful with the new policy, but want to know how officers will be held accountable. (abc11, CBS17)A Raleigh resident is warning neighbors after he claims a check was stolen out of his mailbox. Around 3 p.m. on Tuesday, Zack McKee had a check in the mailbox to send to his father, but about an hour later a neighbor told him that a man in a ski mask in a red car took the letter and sped off. Eva Velasquez, president and CEO of the Identity Theft Resource Center warns that thieves can steal someone's identity by taking documents from the mailbox, and wans people to drop mail containing sensitive information into a secure mailbox or directly to a post office. (CBS17)Leaders at WakeMed are reassessing their security following recent mass shootings, including the one that took place in a Tulsa, Oklahoma hospital and left four dead in four minutes. Barbara Bisset, WakeMed's executive director for preparedness and innovation learning, is looking at all the different ways safety can be put at risk. The hospitals have invited and encouraged all staff to give input on the safety and security. Bisset says the hospital will develop an action plan from there to see what improvements are needed. (Spectrum News 1) A Wake County mother also spoke at Tuesday's Board of Education meeting, urging the board to buy and install new door locking systems in all county schools. (abc11)J'Adore Boutique was targeted by an organized smash-and-grab robbery six months ago, and now it has been targeted again. This time it was targeted by a fraud scheme that the FBI says is hitting businesses across eight states. The owner receives calls daily requesting pricey items, paid for with stolen credit cards. Once the credit card company reverses charges, the local business is left without merchandise or payment. (WRAL)Work on the Capital Square mixed-use development broke ground on Thursday. The groundbreaking took place at 2 p.m. with Mayor Mary-Ann Baldwin in attendance. The space will be 20 stories tall with 297 apartment units, a rooftop pool, 10,000 square feet of retail space and other amenities. The project is expected to be completed in summer 2024.
