betta fish help needed

Hello, I have a very sweet and beautiful Betta fish that needs a better home. I love this little guy but I realize I don’t know enough about betas and I really want him to have a happy life. Today I noticed part of his fins disappeared. Could it be fin rot? Maybe his fins cot caught on something? I’m not sure and I really want the best for him. I put antibacterial in the tank today. If someone could save him and give him a better life that would be great, or even just give me advice on how to treat this and maybe improve his environment.
