PACIFICA, CA — Kevin Mullin and David Canepa were in position to face each other in the November general election in the race for the 15th Congressional District, the seat currently held by the outgoing Jackie Speier (D-San Mateo), according to preliminary results Tuesday. Mullin, an assemblymember representing San Mateo and San Francisco counties and a South San Francisco resident, leads the pack of seven candidates with 42 percent of the vote. Canepa, a member of the San Mateo County Board of Supervisors, has 24 percent. Gus Mattamal and Emily Beach are the next closest competitors at 16 percent and 14 percent, respectively. In the 21st Assembly District race, San Mateo Deputy Mayor Diane Papan leads the bid to replace Mullin with 47 percent of the vote. Republican Mark Gilham (19 percent) and Redwood City Mayor Giselle Hale (17 percent) are jostling for the second spot in the November general election. In races for both the 15th Congressional District, a redrawn district held by the outgoing Speier, and the 21st Assembly District, a redrawn district held by the outgoing Mullin, the top two vote-getters will advance to the Nov. 8 general election. As of April, the California Secretary of State reported that 26,948,297 Californians were registered to vote, which accounts for almost 82 percent percent of the state's eligible voting population. Not surprisingly, there are far more registered Democrats than Republicans in the state, with 46.75 percent for the former and 23.92% for the latter. GOP registration in the state has been dropping steadily, a trend that shows no sign of slowing down even as Republican registration climbed at the national level over the last year. Voter turnout is not expected to be as high this primary season, especially without highly competitive statewide races.
