Do you know this man or have seen him walking his dog? A man was caught horrifically abusing a small dog in late March of this year. Do you recognize him? Please look at the photos closely, warning the video May be hard to watch. This happened at the corner of Pomeroy Road and Sheridan Road in Southeast DC.
