Need help building small wall partition 3ftx9ft in garage

Hi, I need help building a small wall partition in my garage. Picture with blue is where the wall would be. The wall needs to be able to support mountain a 32” tv and small shelves. We could meet at my house so you can see the project then we could meet at HomeDepot or Lowes. I don’t have a vehicle able to transport needed supplies and I’m not able to lift much required to do this myself. Please only text. No phone calls.
