What does Canada Feed it's Baby's ... Tree Bark ?

I'm trying to figure out why We are Traipsing around the world for a "LITTLE" Baby Formula and Canada hasn't Chimed in Once to help us out. Does the FDA ( the ones that mishandled the shutdown at the Mich. Plant ) think Canada's Powder isn't up to snuff ? Anybody have a answer to that one.
