What you didn't bother mentioning is that NY has a population of about 19.4 million people, while New Hampshire has a population of about 1.3 million. That is to say, the population of New Hampshire is less than the population of New York city. Also, their land area is less than 1/5 the land area of NY. So they can afford their current tax system.
