BALTIMORE, MD — A Baltimore City Public Schools police officer is one of four people accused of trying to steal 750 gallons of diesel fuel at a truck stop in Millersville this week. Michael Gibson, 53, of Baltimore; Jacob Hartley, 36; Xavier Harper, 32; and Shawn Mackey, 28, are all charged with theft. Baltimore City Public School confirmed to WBFF-TV that Harper has been suspended without pay until the school system completes an internal investigation. He's been a school resource officer since 2019. On Monday around 5 a.m., the Anne Arundel County Police Department said officers responded to a report of a theft in progress at the New Transit Truck Stop, which is at 8400 Veterans Hwy. in Millersville. Once on scene, officers said they saw a gold Chevrolet SUV being driven away from a parked U-Haul. "Based on previous similar incidents occurring within the county, officers stopped and detained the occupants of the SUV," the department said in a news release. "After reviewing video surveillance footage at the scene officers learned that all four occupants of the SUV were involved in the theft of diesel fuel." Police said approximately 750 gallons of diesel were pumped into storage containers in the back of the U-Haul. All four men were arrested on scene; however, detectives believe there are likely additional diesel thefts in the area. Anyone with any information is asked to call the tip line at 410-222-4700.
