Update regarding Special Permit request for 1220 N Price Road for bill #2975.
On May 24th, New Growth Horizon notified the City of its withdrawal of the special use permit application associated with plans to operate an indoor medical marijuana cultivation facility. New Growth Horizon stated they were investigating other locations outside of Olivette. At its meeting that evening, the City Council permanently tabled the permit application.
The Council also directed the Planning Commission to amend the existing code such that a special permit would be required for indoor medical marijuana cultivation facilities. This action will remove indoor medical marijuana cultivation as a use right within the Light Industrial District and provides the Planning Commission and City Council more discretion when reviewing future requests. The PCDC will take up this matter at its June 2 meeting.
In addition, the Council directed staff to hire an industrial hygienist to provide guidance on how to address potential odor issues. This work will inform future ordinance amendments and include the special use permit processes.
We had very large turnouts for both the May 10th and 24th Council meetings. The intention of a public hearing is to formally collect public opinion and then use that opinion to inform policy decisions. The public hearing process worked. It worked because residents provided input, and it worked because the Council used that input to inform its decision. Thank you to those of you who took the time to participate in your local government. We hope to continue to see you at future meetings.
