need inexpensive car autobody work

Need someone to do some inexpensive body work on my Chevy prism. It has rust and rot around the rear wheel wells. I taped with flextape and sprayed but didn't pass inspection. Inspector said tape couldn't pass. I want something done just to pass. Doesnt have to be pretty. Anybody have experience. Love to have someone check it out and give a reasonable quote
