There is no indication that was sent by "Craigslist employee". The information was straight off of Craigslist site. The header on the forum is exactly as was shown:craigslist > forums > politics world.
Your reasoning about TOU's is flawed and is wrong.

"How often can I post?
You may post to one category and in one city, no more than once every 48 hours.
If you try to post something similar to an active post of yours on the site, you may get a blocked message. Removing the similar active post should help, unless it is less than 48 hours old."
"offensive, obscene, defamatory, threatening, or malicious postings or email
anyone’s personal, identifying, confidential or proprietary information"
That means name, and email content are prohibited.
