Found dog

So a couple of days ago I found this gentle giant wandering the street on Butte avenue in Pacific. He's very friendly but he's older and I suspect he has bad hips. As fur is very long so you can't tell by looking at him he's very skinny and been traveling for quite a while as fur as matted covered in mud. If somebody owns him and misses him I would really like to get it back to the owner but I have a suspicion that he was owned by a breeder because of his age and his unaltered and maybe he could not mate any more because of his hips so somebody without a heart ditched him by the river. He is very large larger than your average German Shepherd but he's very nice and sweet and did great around my two year old daughter but he cannot stay where he's currently staying I took him in to have him scan for microchip at Auburn humane society no chip and they wouldn't take him because he was found in Pacific said I had to go to Metro animal services in Puyallup to surrender him as a stray which I really don't want to have to do. So if anybody recognizes him or knows who he might belong to please let me know or if anybody can take him in to care for him and give him the best quality of life from the time that he has left in life I would love to do it myself but my roommate has two dogs that are female and just don't take kindly to new dogs. Another thing is he can't do staircases he can do a couple of steps but not a full staircase he's frightened of them because his hips don't work good enough to get up the stairs if anybody can do anything to help him please let me know I can transport provide dog food anything I can do I will do to help him thanks for reading this long post.
