ISO bonded pair of small dogs

I'm looking for a pair of best buds who would enjoy spending time playing with toys, dog parks, short hikes, road trips, the beach, and plenty of couch potato time with cuddles. Must be reasonably quiet dogs since I live in an apartment and they need to be housetrained. Must also be small dogs less than 15lbs each and no major health or behavioral conditions. I'm middle-aged and in grad school. I lost my service dog at the start of the pandemic. I'm hoping to find a bonded duo who can keep each other company while I'm in class (4-6 hours M-F) and they'll be my ESA companions who go most other places with me. I live a semi-active lifestyle, have a quiet home environment, and have no other pets. I can offer a stable household, a balcony next to a creek to hang out on in warm weather and a small dog park at my apartment complex to romp in during our twice daily long walks, enormous amounts of love and quality food/toys/medical treatment.
