Ramp on handy cap van repair person

We need someone that has experience making repairs to a ramp on a handy cap van. The Ramp is a IMS fold down and out ramp. It works sometimes, the door opens but sometimes the ramp will not move out or in. If the van is moved, like around the block, then the ramp works. I think there is a short that's not making contact sometimes. The van is in great shape for a 1998 ford. It has been gone over by a mechanic and is safe to be run. The problem is no mobility repair shop will fix cause it a older ramp and they say they can't get parts. I don't think it needs parts, it has a short someplace.
