First of all they are NOT all Republican states as you posted. There are several blue states that fall into that same category as well. FYI as of July 2021, the bill to change the minimum wage to $15 is still in Congress. Now ask your self what party is in charge of Congress and why are they not acting on this for almost a year. It's the Democrats that have this bill stalled in the Congress not the Republicans. In the meantime, many states have already taken steps to raise their minimum wages without waiting for the Democrat Congress to act. Now you know the truth.
