Lowell Plan Public Matters 2022 A Program in Civic Engagement Lowell Plan Public Matters: A Program in Civic Engagement …is a leadership initiative of The Lowell Plan, Inc. conducted in partnership with the Lowell National Historic Park and funded with generous support from the Greater Lowell Community Foundation. Launched in 2009, Lowell Plan Public Matters invites qualified individuals to become members in a rigorous and challenging program in civic engagement; integrating experiential education and leadership development in a Lowell setting. The purpose is to foster and enhance knowledge and skills of leaders in Lowell. Members learn how to contribute effectively to a forward-moving, diverse, and partnership-oriented community—a city with a national and international reputation for historic preservation and revitalization. Lowell Plan Public Matters seeks to ensure that the Lowell of tomorrow will be served by inspired stewards of our history, economy, natural resources, social and cultural capital, government agencies, and civic organizations.
