does anyone on here know much about growing fruit

in this area? I'm asking because today I saw a banana tree in East Oakland and a farmer at my local farmer's market had told me that tropical fruit like bananas don't grow around here. Who is right and who is wrong? I'll admit though it was the first time I'd seen a tree like that here and I was born and raised here.
