City of Portland, Maine SOLID WASTE COMPLIANCE OFFICER Public Works Department The Department of Public Works is seeking a talented team member to join the Solid Waste section who is responsible for monitoring and enforcing City ordinances and state laws regarding solid waste, trash, litter and other debris within all public rights of way. The successful candidate’s efforts are directed towards preserving and improving the health, safety welfare and quality of life of the population of the city. Job responsibilities will include implementing, monitoring and is accountable for the solid waste enforcement program designed to improve livability with City neighborhoods; monitors and enforces against unlawful objects in the City’s right of way; assists with court proceedings for unlawful violations of City, State and Federal laws and ordinances, including those applicable to trash, recycling, debris/litter and other laws governing activities within the right of way; identifying new graffiti, documents location on appropriate spreadsheet for appropriate action; monitors Cityworks, City email or related residential reporting tools/software and responds timely and appropriately; requires cross-training with the Programs Administrator to gain knowledge of the Solid Waste programs, and assist the Solid Waste administrative team when needed; may serve as liaison with property owners/managers, landlords and tenants, and the public regarding all orientation/workshops informing them of the City’s trash disposal requirements, rules and regulations relating to proper trash disposal; shall serve as a constable and issue citations for violations of the solid waste ordinances; may assist in both education and enforcement for sidewalk snow removal program as directed by supervisor; and performs other related work as required. Requirements: Graduation from an accredited high school or trade school and three (3) plus years of experience in Solid Waste or a related field; knowledge of City’s solid waste/sanitary/trash/debris regulations; knowledge or ability to ensure timely and accurate invoicing of violators; ability to communicate effectively as well as to understand, interpret and effectively carry out oral and written instructions; ability to follow through on jobs to their completion; strong team aptitude with the ability to effectively problem solve and support in field operations as it relates to solid waste compliance; ability to complete difficult inspection work and to deal fairly and effectively with the diverse population of the City; willingness to open and sort through curbside trash bags/containers to identify violators, collect evidence and follow through with enforcement action when needed; ability to keep accurate records and create reports; ability to recognize conditions hazardous to health and safety and to determine appropriate corrective measures; ability to establish effective working relationships; skills with computers, including Microsoft and Google applications, SeeClickFix, Cityworks and other city related software including utilization of smart phones, tablets and laptop computers; and ability to withstand exposure to varied climatic conditions and maneuver over uneven terrain. Proven positive communications with members of the public and customer service skills desired. Successful candidate must have valid Maine Class C driver’s license and must have and maintain a good driving record and depending on job assignments, to acquire other special permits and license appropriate to the job.
