FOUND DOG ROAMING AROUND NEIGHBORHOOD

I saw this dog yesterday morning in my neighborhood but I thought it's owner was near because it kept looking back. I was out for most of the day and when I came back the dog was still around my neighborhood. I tried to approach it and call her but she's very nervous and runs away. I was trying to see if she had a collar tag but she doesn't. Her collar looks like it was a leash that broke off. She is still out there, my mom was leaving for work this morning and said she has now moved towards the freeway entrance! I've tried calling animal services but I'm still on hold. Please if anyone knows this dog, save her!!
