My two year old REALLY wants to ride a horse

Looking for a kid horse to give my two yr old a pony ride. I have an old mare who is navicular and literally out to pasture (a complicated matter) in the Potomac area. We don't need lessons or any help besides the fact we need a horse. I'm willing to do a work trade, trim hooves or give you cash. All he needs is 15 min.
