Updated, 1:15 p.m. TOMS RIVER, NJ — Hooper and Bay avenues have reopened to traffic Thursday afternoon following a crash that brought down wires and knocked out power to more than 1,400 homes, police said. Details were not yet available on the crash that happened Thursday morning. Authorities sent out alerts shortly before 11 a.m. urging people to avoid the area. The roads reopened about 12:40 p.m. according to the follow-up alert. The First Energy outage map showed outages east of the Hooper-Bay intersection, and they affected East Dover Elementary School and Toms River High School East, along with traffic signals in the area. Toms River East was evacuated after people smelled the odor of gas in the high school, said Michael Kenny, a spokesman for the Toms River Regional School District. That odor was traced to the high school's generators, he said, and Toms River East was dismissing classes early as a result. At East Dover Elementary, the outage was brief and power had been restored, so classes at that school had resumed, Kenny said.
