Yea that should be a part of steps towards this. It should also include a nationwide data base that would work very similar to the one the police use. There should be training and tests for anyone and everyone that buys and already has firearms including a firearm safety course similar to the hunters safety course. Along with the ban of the weapon of choice by mass murders we could help eradicate this.
