Missouri Man Arrested In 20-Year-Old Phoenix Cold Cases: Police

PHOENIX — After 20 years, police said they've solved three Valley cold cases. In a news release Monday, the Phoenix Police Department, Peoria Police Department and the FBI's Phoenix field office announced the arrest of 53-year-old Lance David Ray while he was visiting Bloomington, Ind. He has been charged with homicide, kidnapping and sexual assault in connection with three crimes dating back to 2000, according to officials. Ray was connected to the crimes through DNA evidence this year. He was extradited to Phoenix and booked into the Maricopa County Jail in October. In Peoria, police said Ray kidnapped a 14-year-old boy and sexually assaulted him at gunpoint. Ray is accused of two Phoenix crimes: the first involved kidnapping, binding and sexually assaulting a 17-year-old at gunpoint; the second involved an 18-year-old man who was shot and killed after a struggle. Authorities believe Ray has more victims and have asked the public to come forward if they have any information. Ray lived in San Francisco in the early 1990s before moving to Portland, Oregon in 1993. He moved to Phoenix in 1999 before moving back to California from 2003 to 2017.
