The 2nd amendment generally establishes the right for most Americans to own firearms. This does not translate to the right to own ANY firearms, without restrictions. When the Bill of Rights was penned, the people had access to muzzle loaders. Period. How about we interpret the right to bear arms as a basic right to own basic firearms. That would be hunting rifles and shot guns. The standard needs to be higher for concealable firearms, as the potential for their nefarious use is greater. If you want to own a.38, you need to take a psychological test, and you need to pay for it. High capacity arms? The standard needs to be even higher. If you want an AR-15, you need to take the MMPI. Again, you need to pay for it. Sounds reasonable to me.
