Go to jam sessions, go see bands, meet people, network, etc. Play really well at all times (stylistically appropriate, with good tone - try to avoid the back pickup on a J-bass). Figure out who you want to play with and start stalking them. Make friends, learn all the songs. Ask them to call you if they need a sub. Even better idea - just go get a gig somewhere. Suddenly everybody will want to play with you. Keep it up, and they'll start returning the favor. Eventually you'll hit critical mass, and they'll just call you.
