TEWKSBURY, MA — A Tewksbury man pleaded guilty to 17 counts of larceny by false pretenses related to contracts involving home improvement repairs and projects he had no intention of completing. Pasqualino Vittorio Spadorcia cheated 17 victims out of over $1 million, according to Middlesex District Attorney Marian Ryan. From 2018 to 2021, Spadorcia owned and operated Design Concepts Pro Contractors, a home improvement company operating and licensed in Massachusetts and conducted business out of his home in Tewksbury. The corporation was dissolved by the state in December, 2021. Spadorcia established a website for his business, which featured stock photos of various home improvement projects from the Internet. Furthermore, he paid to get Design Concepts on Angie's List with the intention that homeowners would see his business and find false business reviews and satisfied customer reports and hire him. Once Spadorcia had a contract, he would seek large deposits at the time of signing, which frequently exceeded one-third of the total contract price. Then, he would delay the start of the work or do no work at the property but refused to return the money. His scams ranged from charging clients for unnecessary demolition, collecting payments for supplies that were never ordered, and failing to pay subcontractors. The investigation identified over 100 victims, with additional victims coming forth after the indictment. Spadorcia will serve eight to 10 years in state prison with probation. The probation conditions are: he seek and maintain employment. he does not apply for a Contractor's License for Home Improvementsfile federal and state tax returns as required, and provide a copy to probation, and that he annually provide a statement of assets and liabilities, income and expenseshe begin making restitution payments through the probation department. Over four years, Spadorcia stole from homeowners in Middlesex, Essex, Norfolk, Worcester, Plymouth, Bristol, Suffolk Counties, and New Hampshire.
