Sincerely, Dylan Email: [email protected] Phone: (626) 932-5585 Highlights in this Update LA County Public Health Recognized Monrovia Fire & Rescue Public Works Appreciation Week Water Bill Payment Now Available Demolition to Begin for Chick-fil-A Health & Resource Fair @ Foothill Unity Center LA County Public Health Recognized Monrovia Fire & Rescue The Los Angeles County Public Health Department presented Monrovia Fire & Rescue with a Certificate of Appreciation for their service throughout the COVID-19 Pandemic. From our administrators to our first responders, the entire department worked tirelessly to ensure that our community remained safe and healthy during unprecedented times. National Public Works Week The Monrovia City Council is proud to proclaim May 15 - 21 as National Public Works Week! Monrovia Public Works is responsible for operating the City's water and sewer utilities; maintaining safe streets, sidewalks and transportation options; taking care of the City's eight parks and other green spaces; providing a variety of environmental services; and maintaining all public facilities. Public Works, thank you for providing the highest level of service to the Monrovia community! Demolition to Begin for Chick-fil-A Chick-fil-A and Starbucks received approval in August 2021 to construct and operate new drive-thru restaurants at the southwest corner of Huntington Drive and Encino Avenue (former Claim Jumper restaurant site). Chick-fil-A received their demolition permit and will begin demolition in the coming week. Health & Resource Fair @ Foothill Unity Center In partnership with Azusa Pacific University, Foothill Unity Center is hosting a Health & Resource Fair, on May 21, 9 a.m. - 1 p.m. Attendees will have access to health education, glucose screenings, blood pressure checks, free lunch and more. Election Day The next regularly scheduled election is June 7, 2022, for the offices of Mayor, City Council, City Clerk, and City Treasurer. In addition, the City Council has placed a measure on the ballot related to the position of Mayor (Measure RM). Measure RM Measure RM is an ordinance submitted to the voters of the City of Monrovia by the City Council, proposing to eliminate the directly elected Mayor position and to establish an annual rotation process among the five elected City Councilmembers for the offices of Mayor and Mayor Pro Tempore. The measure will take effect only if approved by a majority of the voters voting on it. Measure RM provides that the office of Mayor will become a four-year City Council seat starting with the General Municipal Election in 2024. In the City's current directly-elected mayor system, the Mayor is directly elected by the voters to hold office every two years. The directly-elected Mayor has no power or authority that is significantly different from the other members of the City Council. If Measure RM is approved by the voters, the City Council will annually select Councilmembers to serve as Mayor and Mayor Pro Tempore commencing at the regular City Council meeting at which the results of the 2024 General Municipal Election are certified by the City Council. In the rotational system proposed by Measure RM the Councilmember serving as Mayor Pro Tempore will annually rotate into the office of Mayor, unless that Councilmember declines to serve. To find the nearest vote center to your home, office or school, you can visit the County's "Find Your Vote Center" page. As long as you're registered in LA County, you can vote anywhere in the county and your ballot will still include your local contests. Monrovia Community Center 119 W. For those who have a mail-in ballot, you can drop it off at a secure ballot drop box at the Monrovia Public Library, on Palm Avenue, across from the Community Center. Tree Planting Program Draft A draft of the Tree Planting Plan (Plan) is now available for public comment and review. On November 2, the Monrovia City Council began developing the Plan, specifically for only that southern portion of Monrovia that has far fewer trees than the rest of Monrovia. Staff and the City's certified arborists have developed the Plan with the following goals/objectives – Plant native trees first, then trees that thrive in Southern California climate Increase shade canopy where possible, and plant large trees where possible without creating maintenance or hazardous conditions Avoid tree planting in areas where parkway, utility or rights-of-way conflicts exist Avoid planting fruit, palm trees or non-native tree species During the development of the Plan, the City Council also enacted emergency drought measures. The Council has serious concern about beginning the Plan at this time during a historic and unprecedented drought. However, developing the Plan now, so it is ready when Council deems it appropriate to proceed, is our desire. We ask you to review the Plan and share your thoughts, feedback and considerations before the Council decides to proceed and formally adopts the Plan. Monrovia Conserves Phase II of the Water Conservation Plan stipulates a 10% mandatory reduction in water consumption from each households same month billing period in 2020. For example, the first billing period in March will compare your usage from February of 2022 to your usage in February of 2020. Customers who fail to reduce their water usage by the required 10% will be billed a penalty of two times the cost of a water billing unit (748 gallons of water) for each unit, the standard penalty is $4.88 per unit in excess. Excess water usage penalties went into effect starting the first billing cycle in March 2022. Tools to Help You Conserve Water Rebates - Save $$ when you save H2O! Check the latest rebates offered by the Upper San Gabriel Valley Municipal Water District. You may qualify for rebates for indoor and outdoor water-saving equipment for your home or business including turf removal or financial incentives for water efficient equipment or improvements! Upper District's Water Smart Home Program offers qualifying residents an opportunity to choose a variety of water conservation items to be installed at their home, free of charge, by EcoTech Services. The Water Conservation Kit is filled with tools, at no charge, to help make conserving water that much easier. Work Around Town Power Outage - Southern California Edison has scheduled an outage to take place in order to conduct a pole replacement at the following locations: May 20, 300 block of Norumbega Drive, 9 a.m. - 2 p.m. May 23, 400 block of Lime Avenue, 8 a.m. - 4 p.m. May 25, 100 block of Palm Avenue, 8 a.m. - 4 p.m. Contact: Southern California Edison, (800) 655-4555 Tree Trimming - The City's contracted tree trimming company, West Coast Arborists (WCA), has begun trimming trees in Grid 1. Grid 1 is the area between Myrtle Avenue and 5th Avenue above Foothill. WCA will begin trimming City Trees at the north end of Grid 1 and work their way down. All City trees are pruned on a regular basis using best practices from the international society of arboriculture. Trees are trimmed in a manner that will encourage good development while preserving their health, structure, and natural appearance. During the trimming, traffic control will be in place and minor traffic delays may occur. Please be mindful of all posted signage. Contact:Public Works Department at (626) 932-5575. Residential / Non-Residential Settings in Monrovia Facilities that have no reported positive COVID-19 cases for 14 days are considered to no longer have an outbreak and removed from the list. Confirmed cases of employees from residential/non-residential settings get counted under their home city. Additional details on cases and deaths were not provided by the County of Los Angeles. Development Spotlight Several significant projects are working their way through the review process and stages of construction here at the City. Among these are the Adaptive Reuse of the Monrovia Market Building (approved on Oct. 1), the Overton Moore Pacific Self Storage Project in the former Verizon Building in Old Town (approved on Nov. 19), 127 Pomona Multi-Family Development with 310 units at Station Square (approved on Jan. 21), the Alexan Multi-Family Development with 436 units at Station Square (approved on Feb. 4), and the Arroyo at Monrovia Station Multi-Family Development with 302 units (Planning Commission approved on Feb. 12). Chick-fil-A and Starbucks received approval in August 2021 to construct and operate new drive-thru restaurants at the southwest corner of Huntington Drive and Encino Avenue (former Claim Jumper restaurant site). Chick-fil-A will begin demolition on Monday, May 16.
