I hear you. I used to advertise here for auto repair. While most people were decent, I would occasionally get people who actually tried to get me to fix their cars for free. One guy who tried to scam me, actually flagged MY ad. Fortunately, I'm so busy that I no longer have a need to advertise. Offer Up, is also a joke. The best way may be just having a yard sale. Tell them that buying whatever you're selling (toaster, drill, dryer, etc) will get them high. Your stuff will sell like crazy.
