There's a problem when people are laying around. Smoking crack pipes,. Talking and yelling to them selves and bugging for money. Why is Oxnard getting so messed up. Isn't it against the law to loiter and smoke crack. I know if your vigilant moving these people they won't become a permanent fixture. Cause I've worked moving these kind of people in a different town. This is how skid row is people just living in one spot cause they can. Camarillo seems to not be so tolerant. The police is doing a better job there. If they ever want to put money in this area they need to clean it up.
