Prevent litter from escaping trash and recycling bags by securing the bags closed using a knot, twist tie or other method to keep refuse contained. Bags must be of sufficient strength to move materials from curb to collection vehicles without tearing or spilling.
The most effective way to deter animals from scattering the waste is to place bags at the curb before 7 a.m. on the morning of your collection day. If taking bags to the curb the night before collection, then place a paper towel soaked with ammonia inside the bag to help deter animals.
