Plumber needed to fix leaking water tank

Need a plumber to fix an American Proline water tank that is leaking from drain valve (plastic). It is a 10 yr old, 40 Gallon electric tank. Need quote for the following: 1. Labor cost to fix/replace the drain valve 2. Labor cost to install a new water tank of same type including all permits; I plan to purchase the tank from local hardware store.
