Flagging and Small Rehoming Fee

I've been looking for a puppy for sometime and I'm seeing where people are upset when there post gets deleted because they want to much money for the dog. Craigslist states that there is a $100 limit and small rehoming fee. I'm trying to find a puppy only to come to ads that says "small rehoming fee" what's that? Because I don't want to contact people of a puppy I want only to find out that the small rehoming fee is $300 now that's not small to me.
