Install brake/ pad shoes on 1949 car

I have a 1949 Chrysler Windsor. I bought, as a surprise, for my dad for Fathers Day. I need someone with EXPERIENCE working on old cars!!! PLEASE ! I bought the brake pad/shoes and springs. So just labor.. I can pay $ 150 CASH for that. BUT I also need the same person to check out why its not starting up? I can pay separate for that. It was JUST running. I drove it around a bit, it seems like it wants to start, but doesn't turn over. Not to sure. I have the receipts, from the guy I just bought it from. He had new fuel filter, ignition coil. and removed gas tank and cleaned and replaced with new gas. also installed, and nkg plugs
