how do you make a friend

can someone tell me how you can make a friend or make or join a group on CL> I am always respectful and follow the rules yet for some reason CL flags all my attempts to make a friend, join or create a group or offer free services to those in need. I am an experienced repair man and can repair most any home appliance but again CL flags my posts. Please tell me what I am doing wrong but do it quickly as i am sure CL will flag this post as it has done so many times. Thank you,
