Two dumped dogs.

Two skinny sweet dogs appear to have been dumped near my home, a male and female. The male is very young but neither get along with my dogs. I am unable to keep them, but live near a very busy road and I'm not comfortable leaving them out. I don't know of any place where I can take them since I don't live in city limits, except humane societies where you have to pay to relinquish even if it isn't your pet. If anyone has any ideas or can take them someplace safe please email. Can send pictures if interested. Thank you.
