She has over 25 years of experience managing environmental compliance programs in both the private and public sectors. She has a strong focus on stormwater compliance and practical cost effective solutions to permit regulations. Ms. Ingebrigtsen is CPESC® and QSD/QSP certified. Robert McLean, MS, PE, OC Public Works Mr. McLean is currently a Senior Civil Engineer at Orange County Public Works, and in charge of the Maintenance Engineering Support Unit where he oversees the engineering planning, design and implementation of the County’s Maintenance Improvement Program (MIP). The MIP is a maintenance and repair program with the primary objective of ensuring the County’s existing infrastructure remains operationally serviceable. Prior to his assignment within the Maintenance Engineering Support Unit, Mr. McLean was the Chief Hydrologist within the County’s Hydrology Section and formerly a Design Engineer within the Flood Design Section of OC Public Works. Jose Cruz, MS, PE, PACE Mr. Cruz is the Stormwater Division Manager and a Vice President at PACE. He has more than 18 years of experience in Stormwater Management related projects and is certified as a QSD/QSP. He is actively involved in project coordination, preliminary design, preparation of construction documents, plan review/approval process, inspection during construction and as-built certification. Mr. Cruz regularly performs construction cost estimates for flood control, streambank stabilization and a wide range of drainage projects, and is well-versed in current construction practices. Ron Rovansek, PhD, PE, PACE Dr. Rovansek is currenly a Senior Consulting Engineer and Vice President at PACE. He has a wide variety of Civil and Water Resources engineering experience spanning back to 1990, including design, analysis, review, and technical presentations. He has been involved in numerous stormwater management system projects including the analysis of stormwater impacts, design of BMPs, stormwater master planning, flood control, creek restoration, and the design of lakes and lake communities. Synopsis: In May 2021, new standard plans that are specifically geared toward stormwater quality basin design were officially approved by the Orange County Board of Supervisors. It was the culmination of a two-year process during a public-private collaborative group worked together to develop a set of standard plans and specifications for stormwater quality mitigation basin design. Before the development of the standard plans, the County would often encounter atypical designs resulting in multiple delays with acceptance of facilities and increased staff time for plan check comments, field inspections and follow up negotiations on requested changes. In an effort to streamline the review and transfer of the basin operation and maintenance responsibility to the County, a public-private work group was formed to develop a set of standards for stormwater quality basins. The work group included public and private environmental professionals and civil engineers, representatives from a major private land developer and OCPW staff from multiple service areas. Tracy Ingebrigtsen and Robert Mclean from OCPW, and Jose Cruz and Ron Rovansek from PACE, were all highly involved in the preparation of the basin standards. During the technical presentation, they will provide an overview of the development process, describe the purpose for the standard plans, and highlight design details that can help in understanding the significance and use for the basin standards.
