Help Removing Rusted Bolts ASAP

I need help removing a few rusted bolts on a cat converter. I can do the rest myself once the bolts are off. Will pay a little bit for coming out. Car is already jacked up and oil has soaked them overnight. I’m a woman and don’t have much strength so I bought a power wrench and still can’t get them off. I don’t know how torching them off works and I don’t want anyone unprofessional to do this so I don’t have to incur extra damage charges and pay for more parts. However, if you know how to do this then please do so. Really tired so just let me know if you can do it or not. I also cannot “bring it to you”. Thanks.
