Press release from the City Of Davis: May 11, 2022 On May 10, the Yolo County Board of Supervisors and Davis City Council voted unanimously to authorize the execution of a Revenue Sharing and Property Tax Exchange Agreement between the County and the City of Davis for the proposed Davis Innovation and Sustainability Campus (DiSC 2022) annexation. In addition, the agencies approved a Memorandum of Understanding (MOU) between the City, County, and developer on traffic and traffic infrastructure related to the project. "My colleagues and I are happy to support the exhaustive work done by Supervisor Saylor and Supervisor Provenza to reach an agreement on revenue and property taxes for the proposed DiSC annexation," said Board Chair, Supervisor Angel Barajas. "The agreement demonstrates the importance of the City and County working together on projects with a nexus between us to improve services for both jurisdictions." The project is subject to a local ballot measure ('Measure H') for consideration by City voters as part of the Statewide Primary Election on June 7, 2022. Measure H would authorize the DiSC 2022 project by changing land-use designations in the City General Plan to allow a mixed-use innovation center with lab and research facilities, offices, market-rate and affordable housing, hotel/conference center, parks, and community sports fields. Should voter approval be obtained, the City and Developer would then submit an annexation application to LAFCo (Yolo Local Agency Formation Commission) for consideration. Under state law, LAFCo may process an annexation application after the affected jurisdictions agree on an exchange of property taxes for the parcels to be annexed. "We are grateful to our County colleagues for working with us to create a fair tax-sharing agreement that assigns responsibilities before the measure goes to the voters," said Davis Mayor Gloria Partida. "We are particularly happy that our negotiations with the County resulted in greater mitigation of agricultural land, funding for a South Davis Library, acceleration of a new undercrossing of Mace Boulevard, and a comprehensive plan to improve traffic facilities near the project." The tax-sharing agreement helps ensure that property tax revenues are allocated to the City and County consistent with each entity's responsibility for municipal services within the newly-annexed territory and how the project's economic benefit will be shared should the development be approved by the voters. In addition, the traffic and traffic infrastructure MOU includes several key provisions, addressing timing and responsibility for various infrastructure projects, such as: 1. Extends the Mace Boulevard Corridor Plan to Pole Line Road/County Road 102 for project design, including design of a second westbound lane from Harper Junior High to East Covell and for improvements to the intersection of Mace Boulevard and County Road 104A/30B. Any such lane addition on East Covell would be the responsibility of the developer, subject to approval of separate environmental analysis and associated hearing processes. For all other project related traffic infrastructure mitigation within the City, makes clear where the developer or the City (under a fair share contribution scenario) is responsible for construction. 2. Clarifying which traffic infrastructure mitigation measures are the developer's responsibility to construct and committing the developer to fund 65% design drawings for the Mace grade separated crossing at the time of issuance of grading permits to allow City, County, and developer to collaborate in the pursuit of grant funds for that improvement. 3. Methodology for a pre-construction survey of county roads and later assessments of project construction damage to such roads, with the developer responsible for necessary repairs. 4. Methodology for determining "Fair Share" contribution of the DISC 2022 project to the CR32A railroad crossing relocation project.
