🦜Blue/white parakeet with black mask

I saw this little fellow a few times at Hempstead lake state park he should be relatively safe for the summer but he won’t make it through the winter has anyone lost a Blue/White Parakeet with a Black mask. The best pictures I could take of it in a moments notice are attached. If anyone could help me out with a name I would like to try and rescue it hopefully return to owner, if they choose to if not I would be willing. No reward needed.
