Need 2 portable AC fixed

Need someone who can repair 2 portable AC units. ( PLease Note: These are Portable AC units ) Works fine but the air is not cold, and I noticed the air in the exhaust through the window is not hot air. I had one of the units opened and this is what I noticed. The upper condenser seems to only get cold on the lower edge, just about 1 -2 inches on that lower edge does the condenser gets cold. At that cold section, there is a copper connection ( I noticed a thin Build up of Frost Ice on that piece of copper connection) That connection then leads to a thin coiled line into another condenser below.. I am assuming the other condenser below is supposed to be hot since behind it is the exhaust fan ( and its NOT hot, hence no hot air through the exhaust hose). I am am guessing there is sufficient coolant in the unit since the section referenced above has the ability to frost / ice. I am am also guessing that maybe there a blockage within one of those condenser lines / tubes that not allowing the refrigerant liquid to flow through. If you have experience in this and think you can fix it let me know. I am not looking to spend a lot to get this done, if it costs too much It may be better to just buy a new unit. I had the 2 units for just over a year and the warrant is up so if I can get them fixed and save myself from purchasing a new one that would be helpful.
