Need landscaping work

There is a large area that should be grassy above a retaining wall behind my house. Over the last 15 years, due to soil erosion, this area has become barren and ugly. The Father's Day Flood made things much worse. I would like to replant this area. That will require grass seed, a lot of new topsoil (all that's left now is dirt and rocks), fertilizer, thatch, and netting. We will water it once everything is in place. The main problem is that it is impossible to get a pickup truck into this area. Topsoil will have to be moved from the truck bed to the bald area with a wheelbarrow. So, the job will be both labor intensive and materials intensive, and I understand that it will not be cheap.
