Found a blank check that's signed, issued from California treasurer

I'm not sure what to do with this, it's a check that's signed and issued by the California treasury but it's not issued to anyone as the "pay to the order of" is blank. It's a little over 6k. If you lost this, tell me the exact amount or if you have a suggestion on what to do with it please let me know. There isn't a specific bank it's issued from as it's issued from the California treasurer and not a bank, otherwise I'd return it to the bank who issued it. The check is dated 5 months ago but on the check it says valid for 12 months, so it's a good check, someone must be missing it.
