WARNING to anyone placing a kitten. Please be aware of this this animal abuser

We recently placed a kitten with this man that goes by Allan but I was told his real name is Derek Allan Boman. We received a tip from someone close to him with a graphic video of the tiny baby kitten being abused (He attached a metal clamp to the kitten’s testicles and letting the kitten hang while he screams in pain). We have been investigating him and believe he lives and works in Van Nuys but he’s also associated with Long Beach. He mentions this on the text messages. He has a long criminal record and believe he’s on probation at the moment. The person that texted me, said that the man in this picture is the abuser (there was no face on the video, just hands but a reflection/shadow on the wall shows a balding head of a man). He also recently contacted us at a different number about a new kitten after only 2 months from taking the first one. This man has taken kittens from someone else before and disappeared and when we asked him to send updates/pictures 2-3 days after he disappeared. He drives different cars a white Lexus plates 8ESX963 and also an older Nissan Sentra car like in the picture, and somebody else said he drives a White Chevy sedan. We are trying to identify him to report to the authorities. If anyone else has had contact with him, placed kittens with him or knows where he lives please contact us!
