Fabricate Window Insert for Portable AC Unit

Simple fabrication job. I have a portable AC unit (the kind that sits on the ground and has a hose to the window) and need to mount the hose to relatively large window that opens horizontally. Opening is probably 4 feet high. I have attachments and hose. All I need is something like a 1" x 6" cut to the total length of the window, with a hole cut out for the hose attachment (I have two and you can take with to ensure proper fit). Then it needs to be painted white and have some weather stripping put around the edge to ensure a good seal. I'd do this myself if I had the space and a jigsaw. Needs to look and fit right as my complex is picky. Looking to get this done pretty soon. Willing to pay a reasonable rate plus materials -- this shouldn't take more than an hour to do. Would strongly prefer you come out to measure as I don't want there to be any confusion about fit. Preference goes to people with carpentry experience and samples of similar work.
