Skim Coat or Repair 11x10 room walls

Looking to pay for good work. We have an 11x10 room with plaster walls. Looks like wallpaper was painted over and now the seams are all showing and some of the painted paper has pulled off. Seems like skim coating and sanding the walls back to flat is the way to go but open to other methods as well. I can handle the painting, just needs the walls evened out. Please let me know a rough price. We are ready to do this job anytime. Thanks, Jason + Ashley
