Bartlett 4th of July Special Needs Carnival The special needs carnival is a private event for adults and children with physical/mental disabilities. The goal is to provide a wonderful fest experience with limited crowds and decreased noise disturbances to allow everyone an opportunity to enjoy the Bartlett 4th of July fest. You must register for this event ahead of time. Each qualifying participant may have an additional person accompany them for this experience. A light lunch of hot dogs and chips is also provided.
