FEMA, State Gives Town Additional $64K For Storm Isaias Damage Cleanup

EAST HAVEN, CT — The town will be receiving an additional $63,567.76 in Federal Emergency Management Agency reimbursement funds from the State Department of Emergency Management and Homeland Security to cover costs associated with Tropical Storm Isaias. East Haven Mayor Joseph A. Carfoa said the funding will help mitigate the damage, and man-hours invested in the aftermath of the Aug. 4, 2020 storm that caused extensive damage throughout town. "This storm went through town quickly and with great force. Damage was mostly in Foxon but required a great deal of work by our public services crews to clean up, accumulating many man-hours of work. Recovery continued until September 13, 2020," Carfora noted. Carfora said that even before the storm hit, Marcarelli "worked with department heads to ensure all departments were keeping accurate records so if a disaster declaration came from the President, we would be poised to seek reimbursement." Twenty days after the storm struck, East Haven received $317,838.82 from FEMA. Days later, Gov. Ned Lamont sought a presidential disaster declaration. And that allowed East Haven Emergency Management Director Matthew Marcarelli and Finance Director James Keeley to seek reimbursement for expenses incurred as a result of the disaster. The Disaster Declaration was approved Jan. 13, 2021. The reimbursement breakdown: $101,871.04 in regular salary including fringe $73,389.28 in overtime including fringe $163,844.77 in use and depreciation of equipment used in the clean-up $84,680.00 in contractor assistance, which included debris management at the town landfill where debris was brought. $63,567.76 FY 2022 Presidential Omnibus appropriations package The total project amount was $429,409.17 which comes with a reduced 10 percent cost share under FEMA guidelines, so the actual reimbursement from FEMA was $387,030.66, with the balance being the responsibility of the town. The total associated with the storm was $423,785.08, according to Marcarelli. Additionally, the town will also be receiving $5,624.08 in management costs associated with time put into the reimbursement request.
