That's correct.if God wants the world to change. It will change. If He prefers it to have free will. for whatever His reasons are. It will. The rest of His orders are for those who follow His orders. Remember not a blade of grass falls that it wasn't allowed by God. Clearly God does not want us to kill unnecessarily. But he has chosen not to stop it. At least not yet. So does He like it? Probably not. Does He give those who do not believe license to kill for now ? Yes. Or at least allows Satan to give it to them.
