help get excavator running or at least diagnose the issue

Older 1989 caterpillar 215, last year I used it, I shut it off and ever since I haven’t been able to start it. It turns over. Just got a new battery for it. I need someone who is well versed in heavy machinery who can come do a diagnostic eval on it, see if they can trouble shoot the problem. Guide me in repairs. Cash in hand for diagnostic services and if you feel you can fix it, I’ll pay cash to fix it. I know it’s in rough shape but one step at a time. Just wanna get her running so I can move the machine and fine tune it along the way.
