Help! found 4 kittens

HELP! In cleaning out our boat this afternoon, we found 4 kittens about 2-3 weeks old. We have not seen any cats at all and the boat was covered tightly, so I don’t know how they got in. Or where mom is. I don’t know what to do with them because we can’t keep them. Any ideas? Do shelters take them? Anybody want to foster them?
